Depends upon temperature and the salinity of the saltwater.
Off New Zealand, there are inversion layers where fresh water carves under salt water due to the fresh water being colder and denser.

The Black Sea, however, has a freshwater surface current and saltwater undercurrent, both flowing in opposite directions.
