I think it is in a complete police control (this dates from the days when the Republic of China government was still the whole Chinese government and the central government was still in Nanking/Nanjing - around 1946). It states unless you have licence it is illegal to possess any guns. The criteria for getting a licence is to obtain endorsement of (a) 2 firms, or (b) 3 residential households, or (c) one of the following persons: current military personnel, police officer, government official, or an elected representative (I presume this means mayors, congressman); and without any criminal records.
