The mound of freshly turned earth, lined by a row of shovels, looked more like a cemetery plot than a ceremonial groundbreaking in a long-forgotten minority enclave in Nassau.
Then again, cloutless New Cassel had been dying for decades, a victim of white flight, industrial pollution and malign neglect at every level of government.
But for Sen. Hillary Rodham Clinton (D-N.Y.), who presided over the upbeat ceremony, the vacant tract in one of America's oldest suburbs offers a chance for rebirth - for more than the people of New Cassel. If she can sell her vision for reviving the aging suburbs, of which Nassau is the oldest and one of the most hurting, Clinton will help herself and her party with the nation's most pivotal voting bloc, suburbanites.
For Clinton, who grew up outside Chicago, suburban renewal can only be a win-win effort. If all politics is local and good government makes good politics, a national program to revitalize village downtowns scores on both cliche counts. In fact, the working title of her proposal, for which she is seeking Republican support in other states, uses the acronym SCORE.
