Uninstalling SP2 has solved all my problems. I don't use PeopleSoft, but I'd recommend doing the same.

I recommend you subscribe to Scott Finnie's newsletter. His website also has a forum section that some really sharp computer geeks frequent.
I didn't see anything specifically about Peoplesoft apps, but you might wade through this forum to see if you can find anything that you could use.
