One problem with that idea...
Dana Lewis(Embedded reported-who worked for NBC at the time)....and many many soldiers have stated that there were no IAEA Seals when they got there.
So if that was there plan......then they blew it when they forgot to put the seals on the bunkers.

Not necessarily to frame Bush. I suspect El Baradei and his goons knew the Oil for Food thugs were getting big bucks from Saddam and they wanted some money to look the other way while he did whatever it was he wanted with the explosives. That would explain why they found so little while they were in Iraq for several years. My guess is that the weapons inspectors probably have some extra cash stashed away. This may have been a preemptive strike to preclude any disclosures of the Oil for Food type. If Kerry is elected, the problem goes away. If Bush is elected, look for weapons inspectors and Oil for Food people to fall from the Eiffel Tower.
Hardly likely that they could keep quiet about it for 18 months...

I just spent 20 minutes trying to write a response that articulated how ridiculous this is and was unsuccessful. And then I realized how ridiculous the whole idea was. These are explosives that are only fractionally more powerful than basic TNT. RDX was invented in 1890. Get it?
