Yep, when you have all the volunteers who want to go into the military already in the military, and you announce that you ARE going to increase the military, how is that going to happen?

This is good info to send off to college age and HS age people. There will be a 'need' for MORE state level TAXES to provide the additional college facilities and profs. BACKDOOR TAXATION. You gotta serve someone

I expect Kerry would say, "the previous administration made such a mess and left our military so demoralized that they are leaving in record numbers. We only discovered this after we took office, so a draft will unfortunately be necessary. And oh, by the way, it's all Bush's fault.
In reality, to increase the size of the volunteer military, we will simply lower the standards for those seeking to join. This was necessary in the Reagan era when higher troop levels were needed to win the Cold War. It's necessary now. Anyone who thinks we can win the war on terror with our current troop levels is practicing wishful thinking.
Maybe we could offer some employer a package deal.
It would've been a good idea to have him in an ad for GWB stating that the WoT is reason to vote for Bush.

There's one other possibility for Kerry to reach that 40K number --- it's called Stop-Loss. The basically tell all troops that they are in for the duration of the 'crisis'. And this is exactly what they have been howling about in the limited cases where the Bush Administration has used this power. Kerry would just broaden the use of Stop-Loss.
Errr, don't you mean Carter-era? When I was at Annapolis we had prior-enlisted in our Plebe company that had made E-5 in 18 months, or less. THAT was a military with LOW standards (circa 1977).

I entered the Army in 1980. The standards to enlist were low and got lower during my first tour and through the mid to late 80's until the drawdown began. I'm sure the standards were low in the 70's too. I remember Sr. Non-Coms complaining about the quality of post-Vietnam all voluteer recruits. It seemed the concensus in the 80's was that more qualified young Americans pursued college after high school. There were plenty of good soldiers though... and more than a few duds. In the late 80's the dud ratio decreased significantly and remains low today. I will say this... any lack of intelligence did not necessarily translate into a lack of commitment. I've served with alot of good people over the years.
