I think you mean
ISP (Internet Service Provider), not
IPO (Initial Public Offering).
Anyway, if you want to know if your ISP is blocking certain sites (which I doubt...unless your ISP applies wholesale parental blocking), why don't you call your ISP's tech support people?

The server is misconfigured. The webmaster at http://www.westerndefense.org/ is a bonehead. What it boils down to is that the web server doesnt have the right permissions to read the html files on the server. This is a newby webmaster mistake, and has nothing to do with your ISP.
