Should the average citizen be allowed to have nuclear weapons?

The second amendment specifically addresses arms that one can "bear." It's talking about weapons that are useful in personal combat -- the types of things that are available to the regular soldiers in the military. Nukes are too big to use in a civil war, anyway.
