Yeah I think so. Does this qualify as a C&R? I've got my license and that looks like a nice addition to my collection.

You can get a Springfield M1A for around $1500. You can't get M14s because they are all considered machineguns even if they are set up for semi-auto only. The receivers can readily take the full auto parts so the ATF deems them too dangerous for us peasants.

C&R...? not famillar with that, but as in can you get a hold of one for private use. I believe so. It is actually variant of the old M14's if i am not mistaken. All you need to do is find an old M14 and throw a scope on it. They are accurate as all heck, and make nice big holes. :)
IF you are looking for accurate long arms for sniping and distance shooting another good one is a Russian Designed Mosin Nagnat m44. there are some surplus ones on the market cheap (under 100$) and the are very accurate a scope is about all that is needed.
