The usual situation is for the program to ask the Speaker and Minority leaders of the house and Majority and minority leaders of the senate to supply congressional spokespersons.

Often times the two party caucuses will vote for whom they want to be their spokesperson. It is likely the Democrats in the Senate picked Biden to be their spokesperson.

There are two reasons that SEnators are chosen. For Issues ands situations they feel are popular the best advocate is chosen. For issues and situations that are felt to be losers, a senator with a very safe seat is chosen.

But Biden is ranking member on the Foreign Relations committee. That is likley why he has been chosen. He likely campaigned for the job Other Democratic senators were likely happy to have him be the spokesperson.

The reason Biden finds fault with everything President Bush does is because he is very, very smart. During his presidential run, he told us he was a straight A student in high school, held 4 degrees from college and was a 4.0 there. It turns out he was a C student in both schools and held 1 degree. He also plagerized someone's work. He is a piece of work, in my eyes. I hear him, but never listen, when Roomey has the tv on.
