Considering I'm from the Temujin school of thought, I'd prefer to lay complete and utter waste to the homes of the terrorists.
Leave nothing for them to take comfort in.
Step two, lay waste to their relatives to the nth degree.
Step three, find them and torment them before blowing them up.
The bigger the explosion the better.
(This is exactly what they'd see as 'strength' and would learn to respect it quickly. Whine to the UN about the barbarity of it like the bully who'sd learned that there is no law for him, but respect it and fear it.)
Unfortunately, we cannot do that.
That'd be stooping to their level.

So what we do is lay artillery ambushes on where we know the badguys to congregate.

What mosque, if bad guys are there, let it be known that it will be flattened and that those who don't want to die should leave areas they see the terrorists congregating.
Offer to rebuild what we flatten, that way there's minimised whining about it.
