I don't know about the 'L' key, but I do remember that the Clinton crowd was very successful in disabling all of the 'W' keys on WH computers.
I think they just pulled them off.

Why do you wish to disable the L key?

its a library setting, kids are using windows-l to lock computers and then they leave, just to be smart. we just want to diable windows-l (we are winxp) , the keys we dont care about at the moment. we want to either disable or give it a harmless value/function, like minimize.

If you are looking to disable a function that is enabled or launched by pressing any key in combination with the "Windows" key...

...why not simply go to a used computer parts outfit...or eBay and get older keyboards that don't have the darn Win key on them? The keyboard I am using to type this does not have one.

I once had to use a computer on which one of the keys didn't work (forget which one). Use Alt-76 for uppercase L in almost all applications (Internet Exploder doesn't like it for some reason) and Alt-108 for lowercase L.
