I hadn't noticed the eyebrow thing--I'll keep an eye out for that. I
had noticed the green hair. Here is how the characters from
Battle of the Planets are drawn. The girl, Princess, has green hair. None of the characters look particularly "Japanese" to me, although that may be a limitation in my concept of "Japanese".
That looks a little different from my conception of anime, but I can definitely see the influence. I see what you mean, though.
Someone once told me that coloring - hair and eyes - often indicates something about the character. Unfortunately I know very little about Japanese culture, so this is a mystery to me...
