Yeah, the dubbing gets pretty funny--especially when you watch enough of those movies to recognize the voices of the actors doing the dubbing. At one time there were apparently like five or six actors who dubbed all the Godzilla movies and all the Kung Fu movies imported to the US from Hong Kong :) I guess part of the reason the dubbing gets so silly is because Oriental languages say things at a different speed than English, so to make up for the time lag they have to squeeze a lot of words into a short time, which is what makes it look like they're talking faster than their lips are moving. Thus to say "Godzilla is attacking the city! Flee for your lives!" takes takes only 1/2 second in TST (Tokyo Standard Time) :)
