We are not going to Mars, Mr. Bush's fantasy to the contrary notwithstanding. My estimates of the costs have been published here and they are unsustainable...without nuclear propulsion...and perhaps even with it.
Breeder reactors are a neat solution.
But there are other options, such as methane clathrates (hydrates). Do a google search; you'll be surprise.
