One way for government to keep one's head in the sand, is just to punish and destroy anyone who says the emperor is naked, or that the Aliens are here, or that we saw them or their craft. My government can't run AMTRACK and turn a profit. I don't know how they could sucessfully carry off concealing aliens.

can conceal a lot of things very successfully when it makes up it's mind to. Witness the radiation experiments and syphallus experiments.
But, also, there have been tons of leaks. But the government disinformation, ridicule policy also effectively deals with those.
