This must be Psalms 68:17: "The chariots of God [are] twenty thousand, [even] thousands of angels: the Lord [is] among them, [as in] Sinai, in the holy [place]."

A flowery phrase saying God is glorious, and commands many angels, whose visage is as bright as twenty thousand firey chariots, and He is in their midst, commanding them. Our President may control twenty thousand tanks in battle, but he is not vested only with the powers of a tank commander, one among many. Clearly, our President is in command of all those forces, directing them. He is not "one of many" in command, and niether is God.

Oldest trick in the world, to spiritualize away a passage whose obvious and literal meaning is inconvenient.
