Rogue Nation, Rogue Behavior Early in 1993 North Korea withdrew from "Nuclear Non-proliferation Treaty" in order to threaten the international community. This nuclear crisis was resolved when America and South Korea pleged to provide North Korea with technology and aid in exchange for an end to the North Korean nuclear weapons project. North Korea, however, never planned on stopping it's own nuclear weapons project. The deal they made at the time was a temporary and expedient measure, to buy themselves enough time to complete the implementation of their nuclear weapon plans. This strengthend their hand and made them more powerful in their bargaining with the international community then they were before. Because of this, the US has severed the aid program. North Korea unscrupulously withdraw from the "Nuclear Non-proliferation Treaty" and has continuously threatened that it must withdraw from the "North Korea Ceasefire agreement". I fear that they have taken a rogue stance. What is North Korea's goal? North Korea's economy That North Korea suffers economy difficulty is obvious. Certainly, the North Korean government cannot acknowledge that it in the economic distress, but why would a resource rich, the economically prosperous nation need to 'bargain' aid every year from the international community? Please note the word "bargain". In other words the North Korean government is in fact provided the grain and technical equipment from the international community on the condition of certain behaviors. Thus, China and South Korea have provided a massive ammount of grain to North Korea; the US and Japan have provided technology and equipment for light water reactors. But North Korea owes former Soviet Union debts from the Cold War era which Russia had no alternative but to write off. (which Russia did not allow them to write off?) Although the North Korean economy was in a position of near collapse, the government was still able operate due to the massive aid given to North Korea by the international society. Compared with their poor economy, North Korea's military power is of unusually great strength. As of 2003, the North Korean military had a force of 1.17 million active duty personnel and 5 million reservists, and is known as the world fifth largest military power. The North Korean army is composed of 8 infantry corps, 4 mechanized infantry corps, 1 armored corps, and 2 artillery corps. The North Korean air force has 92,000 personnel and is equipped with over a thousand planes and helicopters. The North Korean navy has 46,000 personnel and is equipped with a considerable amount of naval vessels; In addition, North Korea also has 100,000 special operations troops. However, the real "Assassin's mace" of the North Korean military lies in in the strength of their tactical guided missiles, including the formidible "Nodong" series intermediate range ballistic missile and their large quantity of "Hwasong/SCUD-B/C/D" short-range ballistic missiles. We can therefor determine that the North Korean government sought formidable military power with an unshakable determination, and totally without regard of their own dire economic situation.
The Response to the Situation The North Korean desire to field a large scale military in their present economic condition is not realistic. It is impossible for all of the national productive forces to serve the army, if it will sacrifice the general well being of the Korean people. North Korean government's dictatorship dynamics have truly surpassed any other political power to get people to sacrifice their basic survival requirements for so long. The reason very has been simple and is found throughout history. It is the union or the Eastern dictatorial feudalism and family rule, but also combined and imprisoned with the so-called 'North Korean Juche theory" But the history tells also tells us that dictatorships are unable to maintain any political power once the people lose their basic requirements for survival. The North Koreangovernment has inevitably realized this point, thereupon it pushed the responsibilities of it's own government to care for the people onto the international community. The international community did not want the Korean people to suffer, and provided aid to North Korea. This merely freed the North Korean government to pursue the strengthening of their military power with both hands. Over time, the international community lost patience and began to threaten to reduce aid. In other words, the international community at present has only been a powerful ally to North Korea's existance, and certainly cannot restrain them. Instead they have restrained the US's maneuver room in dealing with future crisises. Because North Korea can claim that it regards a breach of contract or being penalized with economic sanctions as an act of war, it will have future justification to implement "military re unification" by claiming that the U.S. is the one that violated the treaty. Therefore this peace treaty is an unfair trick which the North Korean side manipulates.The US refuses to play along, and with good reason. Based on above these contents, it is not suprising that in the past some people in the international community have accused North of being "demonic". Is this not ironic, given that the "demon" used the international community to remain "demonic"?

No problem, don't mention it.
I thought it was an especially good point about how the aid given by the international community bought time for the North Koreans to work on their military. Clinton's appeasement in '93 and the continuing food and energy supplies we've given them was essentially for nothing. We have allowed North Korea to do what they couldn't do themselves, which is simultaneously sustain their vast military, and feed their people .
