I'm not sayiing that I believe in ghosts, but that does look like Henry VII (as seen in paintings). It could have been photoshopped, and my guess is that it was.

This has happened before. There was a famous video of a ghost crossing a room. You can even hear it if you turn your sound up on the computer. You have to watch for a few seconds, and if you look closely, you can see it. Here's a link:
