The device hanging from the helicopter tether is a vertical saw used to cut branches and twigs near power lines. This was discussed on another board a couple of days ago. The manufacturer is German and I went to the web site and took a look for myself. It's there, alright, and is marketed to utilities as a labor saver (~60% of the cost of trimming from the ground). There are about 10 circular blades.

Thank you for clearing that up. I knew it wasn't an auger, but couldn't figure out what the heck it was, and what it was being used for. Great information!
