you could never evacuate those cities. the intel would have to be so strong, that it would be strong enough to thwart the act itself: i.e, a direct intercept of where the devices were, who was involved, etc.

you might see a red alert, no one would go to work, essentially all transportation would be shut down, if the intel was solid enough.

I have to see more then I am seeing now to believe this. First off, we are monitoring huge amounts of communications. the first thing that would happen if there were any strong intel of a domestic attack: Ashcroft would be rounding up the 1000s of muslims in the US that are likely under tight surveillance. it would be akin to what happened right after 9/11, we would be rounding up everyone and anyone under suspicion for questioning/detention, perhaps even more vigourous activities against these individuals if the intel warranted it. for example, the talk of that missing dirty bomb material from Canada. the parents of the suspect live in Florida, we ought to have rounded them up now and be holding a blow torch to their feet asking where their son is, don't you think?

I don't see any evidence of that happening right now.
