Intel: U.S. OK'd Scud shipment to Libya Administration 'looked the other way' so as not to impede Saddam exile plan - The United States permitted North Korea to ship Scud C medium-range missiles to Libya so as not to disrupt an offer for exile from Moammar Gadhafi to Saddam Hussein, reports intelligence newsletter Geostrategy-Direct. - According to European intelligence sources, the Bush administration in early 2003 ordered a North Korean shipment of 15 Scud B and C missiles be released for delivery to Libya.

If it did work and Saddam left on his own it would have been worth it in lives saved...as it is even with the scuds, Gadhafi came running to the US save his neck so we have scuds on a rope now. Rub a dub.
