Ridge's reaction to the reporter's question about some "sectors" remaining on orange was hard to discern. I believe it was freeperfromnj that posted something that New York was to remain on orange.

HS seems vague on what they mean by "sectors" - it seems these may refer interchangeably to geographic areas (such as NYC) and certain industries/business enterprises (such as airlines, maritime, etc.) - it's complicated and confusing because the existing color code system they're trying to implement is too simplistic to fit reality . . .
