It is common for gang-bangers to use area codes to identify their "territory" where they hang --- so why can't Al Qaida and other enemies use area codes? Al Fuqra used numbers to refer to their cells' territories. They weren't area codes as we know them but their system worked much the same way. Investigators couldn't know what cell area the numbers refered to until the cell did enough things to allow the connection between the acts and the 'psuedo area codes' cited in communications to become apparant.
