As a somewhat related aside, I came across a scanned copy of a journalist's short column of some comments made by JFK to a journalist during a tete a tete between the journalist and JFK years ago. The scanned column was published on another board, but it also may have been republished first in a mag, maybe Human Events? I am not sure which mag. Anyway, in the meeting, JFK talked about the Russian Embassy and how he heard that the Russians had smuggled in components for a nuke over a period of time and that they had actually constructed it in the Embassy attic.

that is correct, they did that to insure that DC could be taken out instantly should the cold war turn "hot", to disrupt the US chain of command immediately at the onset of a nuclear war, no need to wait for the missiles or bombers.
