It's the title page of Voice of Jihad (Sound of Jihad - that's actually a more accurate translation but I think most of the translations use Voice instead of Sound).
Imagine a magazine cover with the headlines of the articles inside. That's basically what the page is. My comments, clarifications, and alternate transations in parentheses.

Around the photo on side - can't tell what the photo is even enlarging it - it says:
Why? The wanted. The 26. (I have no clue what 26 means and there are no hints)
That it intimidated (frightened) and influenced the actions of the Ministry of Interior.

The image on the right side is something in flames. The text around it refers to Saudi Arabia. Can't tell if it is a housing compound, a stadium, a building complex, a large ship, or what.

Hope this helps. There are 42 pages in this document, and I don't see anything really other than the usual rhetoric. That's not to say there isn't anything - just if there is it is well coded.
