If these people are looking for the cost to terrorize, the mall has very LOW return on investment. The cost of one of these weapons is extremely high. The target zone is not very rich compared to the economic and strategic impact of a hit on a real resource.

You don't get it. They don't care about the consumer goods. They care about large concentrations of civilians. A mall the size of MOA will have on a day like today the same number of people as in a sports stadium. They might not kill the same numbers, but they'll scare the living spit out of everyone in the nation.
