NO it's not a rural location, but remember the terrorists have a target list.

Just because we read about some "rural" locations, that doesn't exclude other targets.

In fact my theory is that they would pick a few rural locations, because until now people who live outside in the 4-5 major cities considered themselves safe, and AQ wants to dispel that myth and show that people aren't safe anywhere.

But simultaneous to that, they haven't given up attacking other, more symbolic or economic targets either.

It's not and either/or, its AND... AND... AND.
