Do you mean these photos are at THE OFFICIAL Homeland security site at
http://www.dhs.gov? If so, I didn't see them there.

On the picture the UBL figure seems to be striking a bull with a bloody sword. A reference to Wall Street perhaps? Also the bull seems to have a human face, but I can't see it well enough to see who it is supposed to be.
