Right. I think a real nuke is beyond their ability, but a dirty nuke wouldn't be that much of an issue.

They can certainly get the regular C4 and then it's simply a matter enough Cobalt 60, strontium 90 and cesium 137 or whatever. The fear of contamination will shut down things pretty effectively.
