Very similar to Dick Armey's proposal, except that his also allows additional exemptions so that a family of four would pay no tax on first $46K or so and then would pay the flat rate on everything beyong that.

I hate to say it but I don't agree with non parents paying more than parents. The parents are going to have kids in school which costs money so giving them a break is redistribution of wealth from the childless couple. Taxing both at equal rates is fair even though the childless couple requires fewer services. Other than that, I'm cool.
