Again, there are multiple dynamics unfolding inside this story. However, as to the central component of Ukraine President Volodymyr Zelenskyy complaining about hampered access to Starlink and/or Starshield, Secretary of State Marco Rubio sets the record straight.
Ukraine has never had access to the U.S. military version of Starshield; providing that level of guidance access would be akin to the United States being in direct conflict with Russia using a proprietary U.S. military system. This is not our circus and not our war; there is no need for U.S. military conflict with Russia.

I’ve been watching Zelensky’s speeches and press conferences. He is repeatedly addressing the American people and obviously suggesting they elect democrats.
The leftist press and European leaders are all in on this, but some commentators have recognized Zelensky is risking his US support by alienating Trump.

Note the second wave of diesel price increases starting in July due to the Ukrainian attacks. Diesel had lost 60% of its March increase.

Zelensky has jumped the shark and thinks he is controlling the U.S. There is an element of personal fear in his brazen behavior since his very survival rests on more than just losing an election. He will have to plan a physical escape if he loses the election. People forget the ethnic/nationality issues in this conflict, which lies at its very roots. The stupid EU and their Nazi brethren can’t get over their hatred for the old Soviet Union. That’s why there will have to be an international buffer zone established between Ukraine and Russia in order to have a chance for peace - otherwise the cheating between the EU and Russia will never end.

Arguing that Starlink cannot be used for military purposes is nonsense, since Musk denied making any changes to Starlink speeds, so therefore the company didn't care how Ukraine used Starlink.
Fact is Ukraine's starlink speed WAS affected and Musk denied doing it saying ONLY the White House had the authority to make such changes. Trump denied giving the order.
The order to limit and throttle Ukrainian access to the SpaceX Starshield satellite system originated from inside the White House, according to U.S. and Western officials.

• Trump's Denial: President Trump publicly stated that he was unsure who ordered the restriction and denied that he personally made the request.

Using Starlink for combat purposes is expressly a breech of the user agreement and Starlink coverage will be limited if such use is detected.
When Rubio says Ukraine has never had access to military grade Starlink, he’s answering a question that wasn’t asked. Their Starlink connection was throttled. Musk claims it was the White House, the White House plays innocent, and Rubio evades the question.
