It’s being widely reported that a guy named Shamar Elkins just shot and killed eight children in Shreveport, Louisiana.
KTBS just reported the following. The bolding is mine:

SHREVEPORT, La. — Eight children are dead and two women were critically injured in a mass shooting Sunday morning in the Cedar Grove neighborhood.
The suspected shooter, Shamar Elkins, is also dead. He was shot at a scene in Bossier City after a police chase.
Elkins, 31, has a prior criminal conviction in Caddo District Court. He was arrested in March 2019 on a charge of illegal use of weapons and carrying a firearm on school property.
The incident took place less than 300 feet from the fenceline at Caddo Magnet. The gunshots were fired in the direction of the school while children were playing outside, according to the police report.
Elkins pleaded guilty to the illegal weapons charge in October 2019. The second charge was dismissed, and Elkins was placed on probation for 18 months.
So here’s my question: Why wasn’t this guy locked up for the rest of his life after he fired five shots “in the direction of [a] school while children were playing outside” in 2019?
I have an answer for that.

That would never happen, given the state of the courts and the fact that no one was hurt...Even at the max, he would have been released”
D.(1) Whoever commits the crime of carrying a firearm, or a dangerous weapon as defined in R.S. 14:2, by a student or nonstudent on school property, at a school-sponsored function, or in a firearm-free zone shall be imprisoned at hard labor for not more than five years.
(2) Whoever commits the crime of carrying a firearm, or a dangerous weapon as defined in R.S. 14:2, on school property or in a firearm-free zone with the firearm or dangerous weapon being used in the commission of a crime of violence as defined in R.S. 14:2(B) on school property or in a firearm-free zone, shall be fined not more than two thousand dollars, or imprisoned, with or without hard labor, for not less than one year nor more than five years, or both. Any sentence issued pursuant to the provisions of this Paragraph and any sentence issued pursuant to a violation of a crime of violence as defined in R.S. 14:2(B) shall be served consecutively.

My question was about shooting toward a school while children were playing outside.
We get your drift but the criminal penalty for this in Louisiana is only 2 years jail time plus fine.
