Did the FBI send him in as an asset first or was he an employee/board member already and they turned him into a spy?

Was there any reasonable probable cause to spy/surveil O’Keefe?

Did they find any criminal activity?

Was it all started by a disgruntled employee/board member who went to the FBI and sold them tall tales?
