You can’t imagine how hard that is to take after losing everything in a natural (well actually unnatural arson!) disaster and having your social security garnished with no warning to repay it plus $10,000 interest out of my own pocket.

That is survivors of government subsidized housing keeping the dead relatives accounts going to hang onto the housing or housing assistance their dead parent or other relative had, fostered by shoddy auditing practices for the programs. All any of the programs needed to do was to connect to the Social Security database that is always informed when a social security recipient dies. Even banks use it.
