Calls for "independent thought" are spoken by outgoing people who are mad at losing their positions in an incoming administration. Nobody wants "independent thought" when voters gave a mandate, they want loyalists who will carry out that mandate.

"Independent thought" is a codeword for a "disruptor" who is hiding in plain sight within an administration, a sleeper cell for the opposition party.
