Very poor communications.
There is no “28th street subway” in Manhattan.
There are five subways (subway lines) with stations/stops at 28th street - the #1, #4 & #6, N, R, and W lines.
My guess is that the image of the flooding was from the 28th street station on the east side of lower Manhattan, on the Lexington Ave IRT line (#4 & #6 trains).
