The prison is now on the outside, and the bureaucrats and politicians are on the inside behind gates with guards. Really. Why do you think the "No Bail" trend is what they want? What's the point if the prison is free-range out here among the citizens? Criminals are the public's problem now.

The criminals have a cellphone (location monitor), social welfare benefits (Meals and infirmary), public housing (cell block), and administrative oversight (social workers and parole officers).
