Actually: Cinco de Mayo, celebrated on May 5, commemorates the Mexican army’s victory over France at the Battle of Puebla in 1862. This battle was significant as it represented a stand against foreign intervention during the Franco-Mexican War.
Commemorates that time the Mexicans beat the French. Really.
Not the same as Mexican Independence Day (from Spain), and not even celebrated in all parts of Mexico.
Let's see if they do the same for Saint Patrick's. ;)

Cinco de Mayo was invented in Los Angeles, not in Mexico. The only state in Mexico that celebrates the day is Puebla, where the 1863 battle it supposedly commemorates took place. For Americans, it is mainly an excuse to drink, so I don’t think the cancelled parades will be missed much.
