I think Schumer is doing this for the VA Senators, Kaine and Warner who are not in favor of shutting down the govt because most of their constituents are Federal Govt workers or contractors and have been very vocal about the firings. Townhall with people crying and upset, etc. They would be eviscerated if the govt shuts down and they would have no more constituents because they would all be in mental hospitals.
