Her district is populated mostly by noncitizens (legal/illegal?). Since the congressional districts are created on the basis of population, not by the number of citizens, she can be in congress, “representing” (for very long time) half a million of noncitizens and few citizens.
Her district is the worst example of noncitizen effects on US politics, but by no means the only one!

At the address to congress they have to yell crap out, wear pink, hold up paddles with arguments on them and sit Stoney faced when a child is held up. The next four years are going to be hell for them.
