Hamas may have lost 20,000 "soldiers" in combat. But it's easy for them to replace.
The political organization remains intact.
So the war is a strategic failure for Israel.

22,600 civilians, 20,000 combatants — IOW, 20,000 civilians who were combatants, leaving 2,600 non-combatants.
2,000 deaths caused by Hamas — leaving 600 non-combatants.
7,000 natural deaths — since being murdered by Hamas in Gaza falls under “natural causes”, only 5,000 natural deaths, and some of those may have been due to Hamas deliberately withholding the food aid.
