To understand Harris you need to understand the PETER PRINCIPLE ( https://en.wikipedia.org/wiki/Peter_principle ).
I don’t believe Harris has really held a job where she was the primary responsible person. She moved up the ladder because she had mentors who helped her along. While she may have had the title others did the actual work (and perhaps were even making the decisions for her).
Being Vice President she finally hit her plateau. She had a great title and no real authority, the perfect job. The Biden administration did not want anything done with the border so she was put in charge. Like everything else she just assume someone else would take over and did nothing.
Harris is struggling now because for the first time she is being asked hard questions and doesn’t have experience to be able to answer them so she falls back on her “word salad” replies she has always used.
Harris is failing simply because she has been getting “social promotions” all her life based on her family, her sex and her “color”.
The Democrat leadership know this, but she is what they want, another four years of an incompetent President while they destroy America from within.

Good post. There is no doubt the Peter principle is at work. I would posit that she hit her peak earlier in her career.
She may be incompetent, but I doubt she is stupid.
I think she is struggling to hide heavy socialist plans for America by remaining shallow.
