The FBI cannot ever “investigate” itself without a strong bias. We are fooling ourselves to believe otherwise.
But then, who else could do it? What other branch of federal organizations could take this on? Certainly not the CIA.

Well I suppose Trump Derangement Syndrome is not exactly a "coherent" motive--but it does seem the most plausible one.
