Word salad is a tactic employed by those who wish to disguise ignorance or obfuscate the truth.
Back in the 90s I was wrapped up in an unsucessful attempt with a custody battle. My ex wife’s attorney’s closing statement was all gobbledygook. He kept rambling and rambling incoherently. I ask my lawyer what was going on; it was actually embarrassing. He told me it was a court tactic. I don’t know, but maybe a counsel on here knows about this. Kamala’s word salads remind me of this incident.

its simple..shes a female. Shes tries to so hard to sound like a deep thinking, intelligent orator, and her brain just simply cant function that way. Women in general talk in a very simplistic manner. Just saw Iowa Senator Joni Earnst on Fox and it was cringe. They also laugh and giggle very easily. Its just the way it is, always has been, always will be.
She’s lazy and doesn’t do her homework.
She likely has a psychological condition called logorrhoea — also known as verbal diarrhoea.
She probably did not do well in college or law school, since logorrhoea goes together with lower intelligence.
