I don’t believe this story one bit.
If Biden’s team changed minds that quickly, I think it because Biden had some kind of health episode Sunday morning that necessitated the course reversal.
While the full truth will never be known, the Deep State will have lots of different “explanations” put forward until they find the one with the least negatives and then go with that one. For what was at stake I’m sure “the carrot” was offered and rebuffed followed by “the stick”. In Washington it’s always about the money, and the sums now are such that nothing and no one can be allowed to stand in the way of the malfeasance.
