I believe this is NYC. However, the city of Seattle, WA (I live in a suburb of Seattle) has started denoting buildings for demolition. Their reason is fires. There have been a spate of fires in these old buildings. I'm pretty sure it is because of the homeless, breaking into them and starting fires to keep warm, which then spread throughout the entire building. They (the City) have already designated quite a few.

The new law will require the Buildings Department to proactively inspect properties for structural flaws, in response to the partial collapse last year of 1915 Billingsley Terrace in the Bronx (pictured), and the full collapse of a Manhattan garage.
