He is both stupid and lazy but he is also narcissistic egomaniac who thinks himself a genius so he always ego driven to be the big guy calling the shots . He is the Dunning Kruger effect personified.
He is also a very weird and degenerate guy who has an exhibitionist streak he loves to display to the public to taunt, humiliate and display his power and dominance over people with highly sick , perverse and inappropriate behavior
Biden is stupid and lazy, so he can be used by people who may not personally be industrious or intelligent, but whose activity together bulldozes their way through the Constitution.

I’m less interested in what to do with Biden and much more interested in the person (or persons) pulling his puppet strings.
I think the point of the article is that the Dems can't fall back on Harris, which used to be the model. i.e. the VP understudies the President, and then runs for prexy with some degree of ability in hand. Of course you can then point to FDR, who kept Truman completely in the dark. But Truman was a competent man, whereas Harris hasn't brains enough to run a lemonade stand.
