The IDF in a preliminary investigation: Hamas ammunition caused the deaths of civilians in Rafah. That may be, but Hamas is directly responsible for the deaths of far, far, far more Gazan civilians than Israelis, and Hamas officials don’t care about that fact, it’s just more martyrs to them.
