My uneducated wild guess about this shooting:
Chance of the shooter being a lone wolf: 25%
Chance of the shooter being in a conspiracy: 75%
Now, if the shooter dies soon (a la Lee Harvey Oswald) I’ll bump that conspiracy number up to 95%.

This case is difficult to imagine as part of a conspiracy.
You have a self-sacrificing “lone gunman”.
Assassins working in the context of a plot are most unlikely to offer their lives like this.

If you claim this as a plot simply on those grounds, then every case of a racist murderer (and there have been a few) in the US is also likely part of a plot. And you will then find yourself in league with the SPLC, claiming the entire opposition to Democrat rule as a conspiracy to kill off the blacks.
One problem with assumptions like yours is that they work both ways.
